Why is the web GUI privilege always set to "1", even after logging in with TACACS+ authentication and privilege as "14"?

When we use local login, the GUI privilege depends on the local user's privilege.

Answer

With “local authentication”, the user’s privilege is just as configured after login; with “TACACS+” authentication”, the user's privilege is always ‘1’ after login.

Moreover, the GUI authorization in IES-5000/6000 is different from the CLI command authorization.  You can only use TACACS+ to authorize via the CLI command, but not the web GUI.
